Made a quick mock deck up and tried summoning him. Now it's likely because the deck didn't have a whole lot of thought into it but it's hard to summon. One thing I found out was the ABC unions are godsends when it comes to it. Also if I had to make a suggestion it'd be to get out Armed Dragon Lv7 as fast as possible, because I feel that's where a lot of the trouble comes from.

The union aspect of it isn't as hard since there's a lot of searchers, summoners and so on. In any case, here's the deck I used. If there's any cards you're wanting reasoning for, don't hesitate to ask.

This deck is far from perfect and I had a fair amount of trouble summoning it. Managed to summon it twice overall (first time the footage got corrupted) and got near to it about 4 other times. And this was out of around 20 games. TL:DR It needs more support on the Armed Dragon side of things.

I don't know if YGOpro hasn't updated their rulings on it, but there was this previous ruling, An 'LV' monster that normally cannot be Special Summoned except by the method in its text CANNOT be Special Summoned from the Graveyard with 'Level Modulation' unless it has been previously Special Summoned by the correct procedure. The 'ignore the Summoning conditions' text allows for these monsters to be Special Summoned only after they have been properly Summoned by their own effect. This applies to 'Horus the Black Flame Dragon LV8', 'Armed Dragon LV7', 'Silent Swordsman LV7', 'Silent Magician LV8', and 'Winged Kuriboh LV10'. So right now in YGOpro you can't do that. That ruling is correct. You cannot Special Summon a Nomi monster from the Graveyard or Banished Zone if it was not properly summoned before being sent there.
